As a result of the opioid epidemic, many jurisdictions across the United States have engaged in legal action against the pharmaceutical companies. Scott County has begun receiving opioid settlement funds as a result of the litigation and may distribute these funds pursuant to the approved uses as outlined in the settlements.
The Scott County Commission will determine the amount of funds to be disbursed each year and will determine which applicants will receive the funds. More than one applicant may be chosen.
Applying for Funding from Scott County
The total maximum amount of opioid settlement funds to be disbursed this award period (May 1, 2025 through April 30, 2026) is $200,000.00. Requests for funds/applications are due by April 23, 2025.
Evaluation of Applicants – Funding Objectives
The County Commission will consider the following funding objectives in addition to the Schedule B – Approved Uses when evaluating application letters. Projects, initiatives, and/or activities selected to receive an allocation from opioid settlement funds shall meet some or all the following objectives:
a. Filling substance use prevention, treatment, and recovery gaps within Scott County, addressing unmet substance use prevention needs.
b. Supporting progressive, sustainable resources for the prevention of substance use disorders.
c. Supporting local substance use treatment and recovery services and organizations.
d. Supporting people in recovery from opioid use disorder (“OUD”) and any co-occurring substance use disorder (“SUD”)/mental health (“MH”) conditions, through evidence-based or evidence-informed programs or strategies.
e. Supporting connections to care for people who have – or are at risk of developing – OUD and any co-occurring SUD/MH conditions, through evidence-based or evidence-informed programs or strategies.
f. Supporting efforts to address the needs of person with OUD and any co-occurring SUD/MH conditions who are involved in, at risk of becoming involved in, or transitioning out of the criminal justice system through evidence-based or evidence-informed programs or strategies.
g. Supporting efforts to address the needs of pregnant or parenting women with OUD and any co-occurring SUD/MH conditions, as well as the needs of their families, including babies with neonatal abstinence syndrome (“NAS”), through evidence-based or evidence informed programs or strategies.
h. Promoting evidence-based education targeted toward youth and families, including general community educational efforts and outreach.
i. Increasing data collection and dissemination to promote evidence-based approaches to substance use prevention, education, treatment, and recovery.
j. Combining funded initiatives with low and no-cost treatment, prevention, and education strategies.
Funding Limitations and Process
The following process will be followed when awarding opioid settlement funds and reimbursing eligible costs based on approved documentation.
a. Any agency, organization, or program wishing to receive opioid settlement funds from Scott County must submit an Application for Funding to the Scott County Clerk’s Office along with a Schedule B – Approved Uses Application by the deadline noted above.
b. Funding must correlate to the approved uses for (i) treatment, (ii) prevention, and/or (iii) education set out in Schedule B – Approved Uses Application, which was developed based upon the award language contained in the lawsuits.
c. The Scott County Commission will determine the amount awarded for each application submitted.
d. Funding shall be on a reimbursement basis. A reimbursement form will be made available upon award. Documentation for reimbursement shall include, but not be limited to, invoice, receipt, cancelled check, bank statement, credit card statement, and paycheck stubs. Reimbursement forms shall be submitted to the Scott County Clerk’s Office and may be submitted at any time for full or partial reimbursements during the award period.
e. All funding is a one-time basis and should be used within 1 year from award date. Scott County may award opioid funding on an annual basis. Any funding not used within the award period shall be forfeited and re-apportioned to the next annual funding awards.
f. Funding must be utilized for services or initiatives occurring in and directly benefiting Scott County.
g. At the end of the award period or once awarded funds are exhausted, the County Commission requests each agency or program to submit a progress/status report of the effectiveness and use of the funding.
